Carlos is an actuary and a firm believer in the transformative power of data when combined with technology, ethics, and social purpose. A graduate of the National Autonomous University of Mexico (UNAM), he has worked in the banking sector, market research, and the public sector, developing statistical analyses, predictive models, and specialized applications in data science. His commitment to continuous learning has led him to pursue advanced diplomas, earn specialized scholarships, and recently complete a Master’s degree in Big Data and Data Science. He has also shared his knowledge as a teaching assistant at UNAM’s Faculty of Sciences, where he created open educational resources and interactive platforms for teaching statistics and programming in R and Python.

At Aurora Policy Solutions, he leads the organization’s technology strategy, promoting the creation of digital products that strengthen public decision-making and foster an innovation-driven institutional culture. His vision is to build a robust, secure, and scalable technological ecosystem that not only addresses the most pressing social challenges but also enhances the organization’s digital capabilities through modern infrastructure, intelligent automation, best development practices, and information security.
